Job cuts and re-organization happening today at IBM Canada (Cloud Managers were only informed yesterday later afternoon if they were still employed. And today is when they have to decide who is on their smaller team and who is not.

How can IBM say Analytics and Cloud are their future strategies when they are in constant turmoil? The only reason to divide them into smaller parts would be to sell the parts.
I believe that affected areas is the Cloud (cloud and analytics) the Software architects, the pre-sales technical teams, the IT architects. Plus they killed the role of ACA. On the sales side, there is no longer Analytics Portfolio roles, they will be divided into 3 pillars (Infosphere, BI and data). And ECM is being moved over to the cloud side with old WebSphere products.
I think the OP meant that the 'surviving' managers get to decide who is on their teams. The first line managers are being consolidated, so half are RA'd and the other half get to double up, but they will also be deciding as part of that who to cut. I know there are management meetings on this today and this might happen on Weds next week in the US and other geos.
If management was notified yesterday that they were being RAd, then decision of who else is selected has already been in place for several months...
